Redefines the healthcare cost growth benchmark to equal the "historical growth rate in gross state product," calculated as the average annual growth rate of Massachusetts' gross state product over the most recent 10-year period

Requires the Secretary of Administration and Finance to calculate this 10-year average growth rate annually by January 15, in consultation with House and Senate Ways and Means committees

Mandates that the methodology and results be reported to legislative committees and made public, with the rate provided to the Health Policy Commission

Applies the new benchmark calculation to calendar years 2023 and beyond, replacing the previous benchmark formula in Chapter 6D, Section 9
