Repeals Chapter 60A of the General Laws, eliminating the motor vehicle excise tax in Massachusetts

Requires each municipality to submit to the Department of Revenue a list of all registered vehicles and a calculation of revenue that would have been collected under the repealed excise tax

Directs the commissioner to calculate a per-gallon gas tax adjustment sufficient to collect the total amount of revenue that all municipalities would have received from the excise tax

Commissioner would distribute funds to each municipality equal to what they would have collected under the former motor vehicle excise tax system
