Establishes a high school trade partnership program allowing public high schools to partner with local private employers to provide students with vocational-technical education and apprentice opportunities, with academic and vocational credit for both in-school and on-site training

Provides a 100% tax credit (maximum $100,000 per year) for qualifying employers who spend money on the high school trade partnership program, applicable to both business corporations and non-corporate employers

Increases state reimbursement rates for regional vocational-technical and agricultural high school construction projects by 20 percentage points, setting rates between 75% and 90% of eligible costs

Adds an additional 5 percentage points to construction reimbursement for schools with state-approved vocational programs aligned with Regional Labor Market Blueprint priorities, provided they offer at least 5 Chapter 74 programs

Requires the Office of Administration and Finance to implement annual inflation-indexed increases to the per-pupil foundation rate for vocational and technical school students
