Establishes a children's cabinet within the executive office of the governor, co-chaired by the secretaries of health and human services and education, including commissioners from 14 state departments serving children and families

Requires the cabinet to develop a strategic plan and measurable outcomes addressing child poverty, educational preparedness, mental health, homelessness, foster care, juvenile justice, and child welfare from prenatal care through youth transition to adulthood

Creates a children and youth impact statement process for evaluating proposed legislation and appropriations, and develops a unified budget structure across all relevant departments and funding streams

Establishes a governor-appointed advisory committee including legislators, family resource center representatives, advocacy organizations, and child welfare experts that must meet at least 4 times annually and jointly with the cabinet at least twice yearly

Requires an annual report by November 1 on cabinet activities and the status of children in the Commonwealth, filed with the legislature and multiple joint committees; cabinet must meet at least 4 times yearly with public comment sessions
