Creates new registration and disclosure requirements for "municipal agents" who lobby covered municipal officials in Massachusetts cities with populations over 150,000

Defines "covered municipal officials" as mayors, city managers, city councilors, board of aldermen members, school committee members, and municipal department heads in qualifying cities

Requires municipal agents to pay a $50 annual filing fee and submit semi-annual itemized statements to the state secretary disclosing clients, expenditures, campaign contributions, and positions on municipal matters

Exempts individuals who lobby fewer than 25 hours per reporting period and receive less than $2,500 for such activities from municipal agent designation

Prohibits contingency-based compensation for municipal lobbying and requires organizations spending over $250 annually on municipal lobbying efforts to register with the state
