Requires contractors on public construction projects over 50,000 square feet to submit environmental product declarations (EPDs) and global warming potential data for structural concrete, steel, reinforcing steel, and engineered wood products beginning July 1, 2027 for projects over 100,000 sq ft, expanding to all covered projects by July 1, 2029

Applies to construction projects over 50,000 gross square feet, building renovations exceeding 50% of assessed value, and transportation infrastructure contracts over $3,000,000 with at least 200 cubic yards of concrete

Directs the Division of Capital Asset Management and Maintenance to develop a publicly accessible database by July 1, 2029 for tracking construction materials data and to create reporting standards, model contract language, and educational materials by July 1, 2027

Establishes a technical work group by December 1, 2026 with representatives from architects, construction industry, manufacturers, state agencies, and environmental groups to develop recommendations for expanding lower-carbon materials use and preserving in-state manufacturing, with reports due September 2027 and September 2028

Requires awarding authorities to include specific lower-carbon product goals in pre-bid specifications for major capital projects over $10,000,000 beginning January 1, 2030, aligned with Massachusetts Clean Energy and Climate Plan for 2050
