Creates a special commission to investigate the economic impact of Massachusetts minimum pricing laws on dairy, alcohol, and tobacco products and whether adjustments could benefit small businesses

Commission membership includes state officials (Secretary of Administration and Finance, Department of Agriculture Director, Treasurer), House and Senate Revenue Committee chairs as co-chairs, and representatives from retail associations, affected industries, public health organizations, and wholesalers

Commission must examine Massachusetts minimum pricing laws, compare them to neighboring states' laws, and analyze their impact on product costs and prices

Commission authorized to hold public hearings and will receive staff support from the Executive Office of Administration and Finance

Written report with findings, recommendations, and draft legislation due to the Governor and legislative leadership within 1 year of the act's effective date
