Amends Chapter 7C, Section 5 to require the commissioner to control and supervise state agency building projects exceeding $1,000,000 that involve structural or mechanical work

Allows the commissioner to delegate project control to state agencies for projects under $10,000,000 if the agency demonstrates capability to manage the project

State agencies retain direct control over their own building projects under $1,000,000 or projects not involving structural or mechanical work
