All Commonwealth purchases or leases of new medium- and heavy-duty trucks must be zero emission vehicles (battery electric) beginning July 1, 2025, with the entire state fleet converted by June 30, 2035

The secretary may purchase non-electric trucks if no battery electric models meet operational needs or existing charging infrastructure cannot support them

Annual reporting required by July 1 to the legislature detailing all medium- and heavy-duty trucks by agency, including year, make, model, and propulsion type, with explanations for any non-zero emission purchases

Delays enforcement of California-based Advanced Clean Trucks and Heavy-Duty Omnibus regulations in Massachusetts until July 1, 2027
