Requires the chief digital officer to use plain and simple language on state executive office and agency websites, calibrated to the average reading comprehension level of Massachusetts residents as determined by the commissioner of elementary and secondary education

Mandates that state web services include information on common issues faced by the public

Requires the chief digital officer to provide analog (non-digital) alternatives for web services information, also written in plain and simple language at the appropriate reading level

Amends Section 4C of Chapter 7D of the General Laws by replacing one sentence with four new sentences expanding the chief digital officer's responsibilities
