Expands the definition of "Agency" to include MBTA, MassDOT, Massachusetts Port Authority, Woods Hole Steamship Authority, school districts, and education collaboratives under privatization contract rules

Sets the privatization contract threshold at $500,000, with annual adjustments based on the Consumer Price Index for all urban consumers

Requires contract costs to include any increased costs to residents for services or products, and prohibits privatization contracts from allowing payment based on percentage of revenue or fees collected (including tuition sharing)

Makes state auditor objections to privatization contracts final and binding on agencies, and authorizes the attorney general to bring civil actions in superior court to enforce compliance

Mandates the state auditor conduct a financial and performance audit of any privatization contract before it can be renewed
