Beginning July 1, 2025, all Commonwealth purchases or leases of new medium- and heavy-duty trucks must be zero emission (battery electric) vehicles, with the entire state fleet converted by June 30, 2035

Exemption allowed if no battery electric trucks meet the Commonwealth's operational needs or existing charging infrastructure cannot support them

Secretary must submit annual progress reports to the legislature by July 1, including a complete inventory of all medium- and heavy-duty trucks by agency with propulsion type details

Department of Environmental Protection prohibited from implementing or enforcing Advanced Clean Trucks and Heavy-Duty Omnibus regulations (California-based emission standards) before July 1, 2027

Act takes effect immediately upon passage
