Authorizes the University of Massachusetts Building Authority to purchase property at 800 Washington Street in Norwood from MPT of Norwood-Steward, LLC at fair market value, or acquire it through eminent domain, to construct "UMass Memorial Health-Norwood Hospital"

Adds Norwood as a campus of the UMass Medical School alongside Worcester, and authorizes the Authority to issue bonds to finance the hospital's purchase and construction costs

Permits UMass trustees to transfer clinical division operations and assets to UMass Memorial Health Care, Inc. under a 99-year lease, with the corporation required to remain nonprofit permanently and continue operating an acute care hospital in Norwood

Establishes a 20-member board of trustees (10 appointed by UMass, 10 by Memorial Health Care, Inc.) to govern the parent corporation for the first 4 years, with ongoing requirements for annual payments to support the medical school

Protects employee collective bargaining rights, requiring the Massachusetts Nurses Association to be recognized as the exclusive representative for registered nurses transferring from the university to the corporation
