Establishes a 13-member special commission to study utility and water supply resilience in Massachusetts, chaired by the Secretary of Public Safety and Security

Commission must investigate current infrastructure resilience status, identify security gaps and vulnerabilities, and develop a plan for a statewide infrastructure resilience needs assessment

Members include representatives from the Joint Committee on Telecommunications, Utilities, and Energy; American Petroleum Institute; ISO-New England; Department of Public Utilities; and appointees from petroleum/gas pipeline, telecommunications, and electricity generating industries

Commission is authorized to explore best practices from industry trade groups and government bodies, and assess sector capacity for implementing recommendations

Report and recommendations due to the legislature by July 31, 2026
