Requires the Supplier Diversity Office (SDO) to promulgate regulations for annual collection and reporting of procurement activity with certified minority and women business enterprises (MBEs/WBEs) and non-certified diverse businesses

Applies to businesses, nonprofit corporations, state authorities, museums, hospitals, and institutions of higher education with annual revenue of $100 million or more

Mandates an annual report due April 30 detailing each covered entity's procurement activity with certified and non-certified diverse businesses, to be submitted to the governor, lieutenant governor, and General Court

Defines non-certified businesses as Black-owned, Western Hemisphere Hispanic-owned, and women-owned businesses that have not obtained formal state certification

Requires the annual report to be made publicly available on the SDO's website
