Establishes a special legislative commission to study the feasibility of creating a statewide Massachusetts Caribbean American Cultural Center in Boston

Commission will evaluate methods for establishing the center, including creating a nonprofit organization for construction and management, and assess associated costs

Center would represent over 300 years of Caribbean history in Massachusetts

Commission membership includes 3 House members, 3 Senate members, 1 mayoral appointee, 1 gubernatorial appointee, and up to 15 additional members from across the Commonwealth, with legislative members required to be of Caribbean descent or represent districts with significant Caribbean populations

All appointments due by June 30, 2026, with final report and legislative recommendations due December 31, 2026
