Cities and towns would gain authority to issue temporary handicapped parking placards to residents with short-term disabilities, including temporary loss of limb use, post-surgical debilitation, or other conditions limiting walking ability

Placards valid for up to 90 days, renewable once for an additional 90 days with medical documentation and approval from the issuing department

Local police departments would issue the placards, with the chief of police responsible for establishing rules and oversight unless the municipality designates otherwise

Registrar of motor vehicles would determine uniform placard size and design, though placards must be producible locally by municipalities

Amends Chapter 90 (motor vehicles) and Chapter 40 (municipal powers) of the General Laws to recognize these locally-issued temporary placards
