Amends Section 31A of Chapter 111 to require a single permit from the local board of health where a business is located to remove/transport garbage or deliver/install dumpsters statewide, eliminating the need for multiple municipal permits

Caps the annual permit fee at no more than $150, with permits expiring at the end of each calendar year

Prohibits state or local regulations from restricting the hours of garbage collection in areas zoned for business, commercial, or industrial use

Exempts dumpster deliveries to private residences from street occupancy permit requirements when the dumpster is placed on private property rather than a public way

Removes certain existing language from Sections 31A and 31B of Chapter 111 related to refuse transportation permits
