Requires operators to annually notify local police departments of the specific public ways where they will operate ATVs for agricultural purposes

Mandates safety equipment including a safety flag at least 36 square inches elevated 6 feet from ground, a rear-mounted flashing red light, and a "slow moving vehicle emblem" for vehicles with speeds of 25 mph or less

Restricts ATV operation to licensed drivers only, prohibits operation between sunset and sunrise, and bans recreational use on public ways
