Prohibits all robocalls to mobile telephones, hands-free mobile telephones, and mobile electronic devices in Massachusetts

Defines robocalls as automated phone calls using computerized auto-dialers with pre-recorded messages, including political messages delivered through automatic dialing systems

Exempts school district messages, employee work schedule notifications, correctional facility victim notifications, government/municipal messages, and informational calls from entities with pre-existing business relationships

Authorizes Attorney General enforcement with civil penalties of at least $10,000 per knowing violation, increased to $1,500 minimum for violations involving consumers 65 years or older

Allows private citizens receiving more than one unsolicited call within 12 months from the same entity to sue for actual damages or minimum $10,000, plus attorney's fees, with a 5-year statute of limitations
