Eliminates dual registration requirements for motor vehicles already registered under Chapter 90 when used as recreation or off-highway vehicles, requiring only display of the existing Chapter 90 registration numbers

Expands exemptions from Chapter 90B registration and safety certificate requirements to include all participants in sanctioned races, rallies, or events, not just non-residents as under current law

Qualifying events must be sanctioned by a bona fide state, regional, national, or international sanctioning body to receive the exemption

Amends Sections 20, 21, and 22 of Chapter 90B of the Massachusetts General Laws governing recreation and off-highway vehicles
