Creates the "Equitable EV Facilities Matching Fund" (Chapter 40Z) to finance construction, reconstruction, and renovation of municipal parking facilities with electric vehicle charging stations

Establishes the Electric Vehicle Charging Station Matching Fund, funded through state bonds, notes, and legislative appropriations, administered by the Massachusetts Department of Transportation

Reimburses cities and towns between 30% and 80% of project costs based on the municipality's median income level

Requires eligible projects to meet performance standards including: reducing surface parking in downtown areas, providing affordable EV charging in dense multifamily neighborhoods, supporting housing production and transit-oriented growth, and promoting walkable streetscapes

Mandates MassDOT process reimbursement requests within 60 days after municipalities certify project completion and compliance with applicable laws
