MBTA General Manager must create a new commuter rail fare structure to increase ridership, considering options such as a $10 all-inclusive weekday fare, one-way fares capped at three times the subway fare, and monthly passes priced for hybrid workers commuting three days per week

Fare restructuring options also include multi-ride discounts (10- or 12-packs), reducing the number of fare zones, and offsetting ticket price reductions with increased parking rates

Within 12 months of enactment, the MBTA General Manager must submit fare recommendations and ridership impact estimates to the Governor and Legislature

Within 24 months of enactment, the MBTA must execute pilot programs to test the recommended fare changes and measure impact on commuter rail ridership

Amends Chapter 161A of the General Laws by adding Section 53 on commuter rail service fares
