Summary of H.3633: Transit Expansion, Electrification and Resiliency

• Creates the Massachusetts Transportation and Environment Equity Fund to finance new subway and commuter rail service to municipalities currently without such service, funded by new "green fees" on vehicle registration ($15-$85 depending on vehicle type), an emissions fee of $0.001 per mile driven, a 5% car rental surcharge, and a 5% parking surcharge

• Authorizes MassDOT to collect tolls on large commercial trucks (Class 8-13 vehicles) traveling through Massachusetts on Routes 95, 91, and 93

• Requires the MassDOT Secretary to annually rank transit projects with priority given to municipalities that lack existing commuter rail or subway stations, evaluated on criteria including air quality improvements, cost per rider, economic benefits, environmental justice impacts, and electrification plans

• Establishes district improvement financing districts in areas receiving new transit stations, with tax increment revenues credited to segregated project accounts to support bond repayment

• Mandates preservation of the North South Rail Link right-of-way connecting North Station to South Station and requires MassDOT to conduct a study identifying and mapping the necessary corridor for future construction
