Authorizes flexible fee structures based on property classification, assessed value (capped at 5% of annual tax assessment), employee count, parking spaces, vehicle trips, or residential units, with optional exemptions for small residential and commercial properties

Establishes funding formula: municipalities contribute minimum 25%, MassDOT provides 25% matching funds (subject to appropriation), property owners pay minimum 25%, and user fees cover up to 5% of program costs

Requires at least 35% of MassDOT fund disbursements over 5 years to support projects in Environmental Justice areas, and limits transit improvement programs to 3-6 year durations with mandatory review process for renewal
