Inspector General required to audit and investigate Keolis Commuter Services, LLC's performance under MBTA commuter rail operating agreement contract no. 159-12

Audit scope includes Keolis' compliance with its original proposal representations, performance obligations, remedial plans, and financial covenants to the MBTA

Investigation must examine any relief or waivers of Keolis' contractual obligations granted by the MBTA and the justification for such decisions

Report with findings and recommendations due within 90 days to the Secretary of Transportation, Secretary of Administration and Finance, MBTA General Manager, and Joint Committee on Transportation chairs
