Creates a new "VETERAN" license plate available to all veterans and waives the $60 registration fee for initial registration and all renewals

Establishes a comprehensive series of distinctive military recognition plates for: disabled veterans (60%+ disability rating), former prisoners of war, Legion of Valor members, Congressional Medal of Honor recipients, Purple Heart recipients, Pearl Harbor survivors, National Guard members, Medal of Liberty recipients, and Gold Star families

Authorizes branch of service decals and special emblems for women veterans, as well as campaign-specific decals for veterans of operations including Enduring Freedom, Iraqi Freedom, Vietnam, Kosovo, and the Global War on Terrorism

Allows surviving spouses to retain their deceased spouse's distinctive plate unless they remarry, cancel, or fail to renew registration

Optional additional fees collected for veteran plates would be distributed to state-operated veterans' homes, with up to $500,000 per home deposited to their special accounts and any excess going to a trust fund controlled by the secretary of veterans' services
