Authorizes Massachusetts cities, towns, and other local governments to deliver standard Registry of Motor Vehicles (RMV) services under RMV supervision, both in-person and online

Creates "Registry Local Government Agreements" (RLGAs) that must be voted on and approved by local governing bodies such as Select Boards, City Councils, or Town Meetings

Requires the RMV to define which local offices (Traffic & Parking, Town Clerk, etc.) can perform registry functions and determine revenue-sharing arrangements with participating municipalities

Preserves existing non-state entities currently providing RMV services under their current arrangements

Grants the RMV regulatory authority to establish rules and guidelines governing local service delivery
