MassDOT and MBTA must conduct a feasibility study on establishing year-round, daily rail service between Cape Cod towns (Falmouth, Bourne, Barnstable, Yarmouth, Sandwich) and Boston via the Cape Cod line, Hyannis Branch line, and Woods Hole Branch line

Study must evaluate projected capital costs for track, signal, and station upgrades; operating and maintenance plans; high-speed rail potential; environmental justice impacts; and federal/state/local funding availability

Study must assess feasibility and costs of assuming ownership of the Cape Cod Canal Railroad Bridge from the U.S. Army Corps of Engineers, including potential replacement with a stationary bridge

MassDOT must file the study report within 9 months after the act's effective date with legislative committees on ways and means and transportation

MBTA must begin year-round commuter rail service between Buzzards Bay and South Station within 12 months, with minimum 3 AM peak trips and 3 PM peak trips each weekday
