Establishes a special commission to study existing and emerging micro-transit services in Massachusetts, including benchmarking operating models run by regional transit authorities and other entities

Commission will assess funding sources, identify funding gaps, define micro-transit for state funding eligibility, and estimate annual state funding needed to support micro-transit services statewide

Explores micro-transit as a solution to close mobility gaps, enhance connectivity across transit services, and address transportation access inequities for rural communities and underserved populations

Commission membership includes 17+ members: legislative transportation committee chairs as co-chairs, minority party appointees, regional transit authority representatives, MassDOT officials, disability advocates, public health representatives, councils on aging, and healthcare organization representatives

Final report with recommendations due within 15 months of the act taking effect, filed with legislative clerks, ways and means committees, joint transportation committee, and secretary of transportation
