Prohibits vendor compensation from being based on ticket revenue; requires annual calibration checks, operator training certification, and destruction of non-violation images within 30 days and violation-related data within 1 year of case resolution

Requires annual reporting on citations issued, hearing outcomes, system maintenance costs, and revenue generated; takes effect 90 days after passage with funding from the Highway Fund
