Adds the city of Revere to existing toll discount provisions alongside Chelsea in Massachusetts General Laws Chapter 6C, Section 13

Requires MassDOT to establish a zone-based toll discount program for residents of municipalities north of Boston located adjacent to US Route 1 who use electronic toll collection

Discounts would apply to the Sumner Tunnel, Ted Williams Tunnel, and Maurice J. Tobin Memorial Bridge, with rates based on each municipality's proximity to toll sites

Mandates that Revere, Winthrop, and Essex County residents pay the same Tobin Bridge toll rate as Chelsea residents

Requires Revere, Chelsea, Winthrop, and Essex County residents to pay the same Sumner Tunnel toll rate as East Boston residents
