Authorizes the Registrar of Motor Vehicles to enter into reciprocal agreements with other states and Washington D.C. for cross-border electronic vehicle titling and registration, allowing residents to title vehicles purchased out-of-state electronically in their home state

Prohibits the registrar from excluding motor vehicle dealers from the electronic vehicle registration program based solely on their transaction volume

Permits the registrar to waive automatic mailing of paper certificates of title when a lien is satisfied, provided owners can request a free paper title and complete necessary title actions through an alternative process

Requires lienholders to execute a release of security interest within 3 days after demand (and no later than 10 days) when a vehicle loan is satisfied, with payments via cash, certified check, or electronic transfer considered immediately cleared

Mandates the registrar establish a form or electronic process by January 1, 2026 allowing dealers to retail vehicles once lien payoffs are made or electronically confirmed
