Creates new Chapter 90K in Massachusetts General Laws requiring the Registry of Motor Vehicles to accept electronic signatures on all documents related to motor vehicle registration and titling, including title transfers, odometer disclosures, and powers of attorney.

Allows electronically signed documents to be submitted either electronically through RMV systems or printed to paper, and permits scanned physical odometer documents (titles, secure powers of attorney, reassignment documents) to be executed with electronic signatures.

Requires electronic signature systems to verify user identity, maintain secure records, capture IP addresses and timestamps, and retain all information for five years with access provided to the registrar, regulatory agencies, or law enforcement upon request.

Prohibits the registrar from requiring certification of electronic signature vendors or processes, and bars electronic signatures from being used for purposes other than what the signer indicated or transferred without the signer's authorization.

Takes effect upon passage and establishes that this chapter prevails over conflicting provisions in existing motor vehicle laws (Chapters 90, 90D) and the Uniform Electronic Transactions Act (Chapter 110G).
