Creates the InterCity Regional Passenger Rail Fund to finance expansion and support of passenger/commuter rail throughout Massachusetts, with the Route 2 Corridor as the initial priority

Establishes a New Gaming Revenue Fund that receives 25% of gross gaming revenues from a new Region D gaming licensee, with 100% of category 1 licensee revenue transferred to the rail fund

Creates a new gaming Region D consisting of Ashburnham, Fitchburg, Leominster, Lunenburg, and Westminster in the Worcester Northern District Registry of Deeds area

Requires any gaming facility in Region D to be located on a site of at least 70 contiguous acres

Removes Worcester County from Region A (which retains Suffolk, Middlesex, Essex, and Norfolk counties) to accommodate the new regional structure
