Requires the Massachusetts Registry of Motor Vehicles to register all vehicles 25 years or older from date of manufacture that were imported in compliance with federal regulations (49 C.F.R. § 591)

Specifically includes Japanese "Kei cars" in eligible vehicles, defined as having maximum dimensions of 11 feet length, 4.9 feet width, 6.6 feet height, and engine displacement no larger than 660cc

Mandates the RMV develop and implement an updated registration policy for Kei cars and honor inspection stickers for all vehicles imported under federal compliance standards

Adds new Section 64 to Chapter 90 of the General Laws to align Massachusetts registration requirements with Federal Motor Vehicle Safety Standards for older imported vehicles
