Requires any person, corporation, or entity that excavates a public road, sidewalk, or curb under permit to restore the surface to its original condition or better at their own expense using the same or like materials

Restoration must include replacement of all surface markings such as crosswalks, lane lines, bike lanes, and symbols

Material replacement must comply with Department of Public Utilities rules and regulations

Excavating parties remain liable for any damages to the restored surface for one year after work completion

Effective date: one year after passage
