MBTA prohibited from entering, renewing, or renegotiating contracts for rolling stock (trains, buses, rail cars) with certain foreign-linked manufacturers

Restriction applies to manufacturers that have U.S. facilities or incorporation but are owned, controlled by, or financially related to corporations based in designated foreign countries

Targeted countries must meet three criteria: classified as a "nonmarket economy" under the Tariff Act of 1930, identified as a "priority foreign country" by the U.S. Trade Representative, and subject to Trade Representative monitoring under federal trade law
