Amends Chapter 6C, Section 4 of the General Laws to establish a new formula for allocating Chapter 90 transportation funds to municipalities based on road resurfacing costs.

Allocations would factor in the cost of resurfacing 2% of municipally owned non-state-numbered roads and 3.3% of municipally owned state-numbered routes within each municipality.

Municipal Match Program match factors would be determined using aggregate property values and aggregate personal income within each municipality, weighted equally.

Maximum state match set at 200% of a municipality's allocation; minimum match set at 12.5% of the municipality's allocation.
