Applicants ages 18-25 applying for a driver's license, learner's permit, or ID card would automatically authorize the RMV to register them with the Selective Service System through their signature, unless they opt out

Applicants ages 16-17 would be notified of their federal duty to register at age 18, and their signature would constitute consent to be registered upon turning 18 unless they decline

Refusal to consent cannot be used to deny driving privileges or discriminate against applicants; notices must be provided verbally and in writing in English, Spanish, and other languages

The RMV is prohibited from distributing or maintaining lists of applicants who declined or consented to Selective Service registration, except as necessary for registry operations

Implementation is contingent on receiving sufficient federal funds for computer programming costs, with the registrar required to report to legislative committees when funds are received
