Amends Chapter 160 of Massachusetts General Laws to regulate contract crew transportation vehicles (motor vehicles with 15 or fewer passengers used to transport railroad employees) by requiring the Rail and Transit Division of MassDOT to promulgate rules on driver qualifications, equipment safety, hours of service, drug testing, and record retention

Mandates minimum insurance coverage of $5,000,000 combined single limit for bodily injury and property damage liability, plus $1,000,000 in uninsured/underinsured motorist coverage for each contract crew transportation vehicle

Requires all drivers of contract crew transportation vehicles to complete at least 4 hours of Division-approved safety training covering vehicle safety, rail yard safety, grade crossing safety, and fatigued driving awareness

Disqualifies drivers from operating contract crew transportation vehicles for 3 years if convicted of 2 or more license-suspending traffic violations within 3 years, or any drug/alcohol-related offense, hit-and-run, or railroad crossing violation

Authorizes the Rail and Transit Division to investigate safety complaints, assess penalties, deny or revoke operating authority for violations, and inspect vehicles with assistance from State Police upon request
