Requires the Registrar of Motor Vehicles to establish an electronic credential system allowing driver's licenses, learner's permits, and ID cards to be displayed on mobile phones or electronic devices

Electronic credentials must be issued in addition to (not instead of) physical credentials, and drivers must still carry their physical license while operating a motor vehicle

System must comply with AAMVA Mobile Driver License Implementation Guidelines and ISO/IEC 18013-5 standards, with secure encrypted verification processes

Prohibits displaying an electronic credential from serving as consent for law enforcement to search other data on the device; officers must promptly return devices after identity verification

Regulations must be promulgated and the act takes effect 270 days after passage
