Creates a mandatory Third Party Delivery Identification Number system where each delivery driver receives a unique ID that must be displayed publicly on their vehicle and used across all delivery platforms they work for

Mandates reporting of all accidents or crashes involving delivery drivers while logged into delivery apps, including location coordinates, date/time, and driver identification number

Authorizes the division to share de-identified trip data with state agencies including MassDOT, MBTA, and regional planning organizations through confidential data-sharing agreements for congestion management, transportation planning, and emissions tracking purposes

Requires annual public reporting by June 30 showing aggregate delivery statistics by city/town, including total deliveries, origin-destination patterns, and average miles and minutes per trip
