Redefines "motorized bicycle" or "moped" as a pedal or non-pedal bicycle with a motor not exceeding 50 cubic centimeters, automatic transmission, and capable of speeds between 15-30 mph

Redefines "motorized scooter" as a 2-wheeled tandem or 3-wheeled device with handlebars, powered by electric or gas motor capable of speeds exceeding 15 mph (excludes motorcycles, mopeds, and motorized wheelchairs)

Requires motorized bicycles and motorized scooters to be registered as motor vehicles and display two number plates issued by the registrar

Mandates owners/operators carry insurance with minimum coverage of $1,000 prior to operating a motorized bicycle or motorized scooter

Establishes joint and several liability for vehicle owners when operators leave the scene after a collision causing injury to another vehicle or property without providing identifying information
