Requires private sellers of used motor vehicles to use an RMV-approved bill of sale form and provide a copy to the buyer at time of purchase, with failure to do so constituting an unfair or deceptive practice

Mandates the Registry of Motor Vehicles create and maintain a standardized bill of sale form that includes seller/buyer information, vehicle details, odometer reading, all known safety defects, purchase price, and notarized signatures from both parties

Defines a "dealer" as anyone who has sold more than 3 used motor vehicles in the preceding 12 months, distinguishing them from private sellers subject to this law

Exempts vehicles sold for less than $700 from the bill of sale requirements

Preserves existing consumer protection rights under Chapter 93A and implied warranties, while allowing courts to consider a seller's failure to use the approved form when awarding damages in related legal actions
