Prohibits retrofitting diesel-powered vehicles with devices, smoke stacks, or equipment that enhances the vehicle's capacity to emit soot, smoke, or other particulate emissions

Bans intentionally releasing significant quantities of soot, smoke, or particulate emissions from diesel vehicles in ways that obstruct views of roadways, other drivers, or traffic control devices

Establishes penalties of $100 to $1,000 for violations

Adds new Section 16C to Chapter 90 of the General Laws (motor vehicle regulations)
