Establishes a special commission to recommend strategies for improving land usage along Massachusetts transportation corridors to decrease noise, light, and air pollution while maximizing carbon sequestration and energy generation

Commission co-chaired by the chief of the office of climate innovation and resilience, secretary of transportation, and secretary of energy and environmental affairs, with members from MassDOT, MBTA, DCR, legislature, and governor appointees

Governor must appoint 3 individuals: a transportation maintenance/operations specialist, a transportation pollutants specialist, and a resident of an environmental justice community abutting a transportation corridor

Commission will conduct a comprehensive study of using transportation rights of way for natural solutions to reduce pollutants, increase carbon sequestration, and generate low-carbon energy, including financial analysis comparing costs of new approaches to current practices

Final report with findings, recommendations, and draft legislation due to legislative committees by December 31, 2026
