Creates umbrella definition of "electric bicycle" covering bicycles or tricycles with fully operable pedals and electric motors of 750 watts or less that qualify as Class 1, 2, or 3

Reverses the default rule for natural surface trails: electric bicycles would be allowed unless a municipality, local authority, or state agency adopts ordinances to prohibit or regulate them (after public notice and hearing)

Removes the existing prohibition on riding electric bicycles on sidewalks
