Amends Section 62 of Chapter 140 of the General Laws to allow Class 1 licensed used vehicle dealers to maintain required records electronically instead of in physical books

Electronic record-keeping must use the dealer's electronic data management system in a form and format approved by the registrar

Prohibits the registrar from requiring dealers to keep duplicate records (both electronic and physical) for each vehicle

Applies specifically to Class 1 dealers licensed under sections 58 and 59 of existing law
