Creates new legal definition for "mobile carrying devices" — electrically powered devices under 90 pounds, with maximum speed of 12.5 mph, designed to transport personal property while remaining within 25 feet of the owner

Excludes mobile carrying devices from the definition of "motor vehicle" under Massachusetts General Laws Chapter 90

Permits operation on sidewalks and crosswalks when actively monitored by the property owner, equipped with controlled stop capability, and in compliance with local ordinances

Prohibits devices from operating on streets/highways (except in crosswalks), transporting hazardous materials, interfering with pedestrians/traffic, or ignoring traffic signals

Grants devices pedestrian rights and obligations but requires them to yield right-of-way to pedestrians; violations constitute an infraction
